Short answer: EN ISO 20471 defines three classes of high-visibility clothing by the minimum area of fluorescent background and retroreflective material. Class 1 requires 0.14 m² background and 0.10 m² reflective, Class 2 requires 0.50 m² and 0.13 m², and Class 3 requires 0.80 m² and 0.20 m². Class 3 is the only class that provides full-body visibility and is the normal requirement for work on or near high-speed traffic.

The Three Classes by Minimum Area

The classification is based purely on measured surface area of the two material types, in the smallest size of the garment offered. Fluorescent background material provides daytime conspicuity; retroreflective material returns vehicle headlights at night.

A critical detail for buyers: to reach Class 3, a garment must provide visibility from all sides and normally requires sleeves. A sleeveless vest cannot reach Class 3 on its own regardless of how much tape is applied, because the standard requires the reflective bands to encircle the torso and to be present on the arms.

Combining Garments to Reach a Higher Class

Classes can be combined. A Class 2 waistcoat worn with Class 1 trousers gives a Class 3 ensemble, provided both garments are certified and worn together. This is a common and legitimate specification for road maintenance crews, and it is often more practical than a single coverall in warm climates.

The combination only counts while both items are worn. If the worker removes the trousers or the jacket, protection drops to the class of the remaining garment, so the risk assessment should state that the ensemble is mandatory.

Colour and Fabric Requirements

EN ISO 20471 permits three fluorescent background colours: yellow, orange-red and red. All three meet the standard when the fabric passes the chromaticity and luminance requirements. Colour choice is normally driven by contrast with the working environment and by client convention rather than by performance — orange is common on rail and highways, yellow in general construction.

Fluorescent dyes fade with UV exposure and industrial laundering. The standard requires performance to be maintained after a stated number of wash cycles, and that number must be marked on the garment label. When comparing quotations, check the declared wash count as well as the class, because a garment rated for 5 washes and one rated for 50 are not comparable products.

Where EN 343 and EN 342 Overlap

Outdoor hi-vis garments frequently carry additional certifications. EN 343 covers protection against rain, rated for water penetration resistance and water vapour resistance (breathability). EN 342 covers protective ensembles against cold. A hi-vis winter parka commonly carries EN ISO 20471 Class 3 together with EN 343 and sometimes EN 342 — each certification is independent and each has its own test report.

Is a hi-vis vest enough for road work?

Usually not on its own. Most national highway authorities require Class 3 for work on or adjacent to carriageways with moving traffic, which a vest alone cannot provide. A Class 2 vest is generally acceptable in yards, car parks and low-speed sites. Always check the local authority or client specification, as requirements differ by country.

Does the class change with garment size?

The class is determined using the smallest size in the range, so a garment certified as Class 2 remains Class 2 across all sizes. Larger sizes have more material and therefore exceed the minimum, but the marked class does not increase.

How do I know when a hi-vis garment must be retired?

Retire it when the fluorescent fabric has visibly faded, when reflective tape is cracked, peeling or no longer returns light brightly under a torch, or when the marked maximum number of wash cycles has been exceeded. Soiling also reduces performance — a garment coated in dust or oil may fail to perform even though the material is intact.
